The answer is easily found the verses 1 to 32 of chapter 14 itself . In no uncertain terms Isaiah is referring to that Ancient Serpant , the Devil , ‘little Horn , the Antichrist .
Verse 1 refers to the thread in the Bible that commences with Gen Ch1 verse 14–16 . The two unique light givers are identified . The thread hitches up with Gen 3:16 , 1Chron 2:55, Ezra and Nehemiah’s dilemma concerning no Levitical priests , John 8:44 , Rev 2:9 & 3:9 to mention a few verses .
Isaiah 14 verse 4 the figure of speech ‘polyonymia’ meaning a person or place mentioned under different names . The ‘King of Babylon‘ can only refer to the Adversary we all know as Satan . This is made clear by searching within the Bible for clarification .

No whwere was it ever implied Nevuchadnezzar ‘s thoughts and intentions were to sit on Mt Zion . Isaiah 14 verse 12 is referring to Satan . Nevuchadnezzar never fell from heaven . Satan used to be the covering Cherub . The protector of the very alter of God .
Isa 14 v 9,10, 11 refers to a major world wide player . Lucifer in the Hebrew manuscripts is translated to English from the word הֵילֵל hêylêl . Stella Lucida . The meaning of the word translated to English as Lucifer from the ancient Hebrew , (Chaldee) and Arab was a word they used to say ‘bright star’.
When did Nevuchadnezzar fall from heaven ? The terms Lucifer , Satan , Devil , Serpent found in your Bible are descriptive words with the grammatical article that refer to one self same entity . An entity made by God in the highest supernatural order of wisdom and beauty .
The oldest and best Sacred Manuscripts containing the massorah show a grammatical article before the expressive written Hebrew word שָׂטָן pronounced sâṭân .
The same goes for the Greek manuscripts containing the books after Malachi . The Greek word Satan Σατανᾶς pronounced Satanâs .
The greek word ‘Devil’ διάβολος diábolos , is an adjective that means slanderer .
The wording for the Hebrew word Serpent נָחַשׁ nâchash, found in Genesis refers directly to this self same entity known and described as the Devil or Satan
In Genesis chapter 3 the word translated Serpent specifically refers to a particular Hebrew idiom that means ; enchantment , to experience a feeling of great pleasure . Meaning to learn by experience while being mesmerized by a whispering Deviner
The word Serpent in chapter 3 of Genesis in no way means or imply’s a snake . Snakes are unable to talk just as trees are unable to provide enlightnment .
